| History and Mission The Planning and Finance Committee was established by the Board of Directors at the 1998 Annual Meeting in Blacksburg, VA. This committee was formed in response to a recommendation by the Strategic Planning Committee that ASM view the budget as a planning tool rather than as a spending plan. Although the task of this committee was initially conceived by the Strategic Planning Committee as being limited to development and implementation of a budgeting process, the Board of Directors gravitated toward giving this committee the mantle of ongoing strategic planning. Responsibilities: Specific charges to this committee during its formative phase include: 1. Develop a philosophy and guidelines for use of the reserve fund. This should include the overall purpose, goals with regard to our annual budget, and rough guidelines defining how we will arrive at spending limits for each year. 2. Develop, using a "life table" or actuarial approach, a long-range view of financial considerations surrounding each of our membership categories. 3. Determine the cost of insuring officers and/or Board members against legal action. 4. Examine how the Society can become more relevant, in terms of what it offers members and through its publications. Initially, the committee will focus on an examination of the Society's finances and issues relating to dues structure. To collect the necessary data, the Committee has been divided into a Financial Planning Policy Subcommittee and a Dues Structure Subcommittee. Data collected by the subcommittees will be used to develop alternative scenarios for managing ASM finances that will be brought to the Board of Directors at the Annual Meeting. At that time, we also expect to propose guidelines and a timetable for the annual budgeting process. |
